Fireworks: When Should You Be Able to Set Them Off?

It's that time of year again when people spend hundreds of dollars to buy fireworks to show their patriotism for our country. Others, however, while still patriotic, don't appreciate the loud explosions that occur, in some neighborhoods, as far as a week out from the 4th of July, and even lasting until almost a week after.
